The Long 18th Century (1688-1815) was a time of great change across Europe. In Great Britain, Absolutism and Divine Right were giving way under the strengthening of the Parliament and the Cabinet. By they death of Queen Anne (1714) the Cabinet was becoming established and powerful. George I, with his limited understanding of the English language, was not wont to spend his time directing the affairs of his cabinet, and as a result, the "office" of Prime Minister was born. In this paper, I seek to explain the reasons for the development of these two institutions, how they changed throughout this time period, how different monarchs utilized them, how Walpole (often regarded as the first Prime Minister) affected the office, and finally how these changes influenced Britain and Democracy overall.
