Oregon and Inclusionary Housing: an Affordable Housing Solution

In the last few years the number of Americans spending more of their income on housing has risen significantly. Millions of poor families are unable to provide housing and live in challenging housing conditions, doubled up, paying 50% or more of their income, and/or living in substandard housing. A solution to Americas housing problem is inclusionary housing that uses the market to create affordable housing by incorporating programs and/or regulations within state law. And like the rest of the country, Oregon family's faces considerable problems when it comes to affordable housing. As of 1999 Oregon has barred enacting any policy of inclusionary zoning when it comes to housing within our state. This research is aimed at discovering why Oregon's State law prohibits inclusionary zoning, and the benefits that this type of legislation could achieve for us.
