The directive for analyzing housing needs originates with Oregon's Statewide Planning Goals and Guidelines, directing municipalities, "To provide for the housing needs of citizens of the state... [encouraging] the availability of adequate numbers of needed housing units at price ranges and rent levels which are commensurate with the financial capabilities of Oregon households (DLCD, 2010)." The purpose of this presentation is to provide insight into some of the factors relevant to understanding housing needs and in particular, rental housing. In addition, I have included results from recent housing surveys conducted by myself and the City of Ashland.
