Contracting

Grants and research contracts are a specific type of contract managed by Deborah d'Este Hofer in Grants and Sponsored Projects Administration. She works closely with the Contracts Office, a division of Business Services. The Contracts Office provides advice and administrative oversight for a wide variety of contracts and acts as final signature authority for contract documents. The goal is to negotiate an agreement that is acceptable to both contracting parties while protecting the rights and interests of the Principal Investigator, Southern Oregon University and the Oregon University System.

SOU is an agency of the State of Oregon and therefore must satisfy the requirements of the Department of Justice, including indemnification limitations, governance by Oregon law, and confidentiality subject to Oregon Public Records law. Additional SOU policy issues apply, including indirect cost rates, intellectual property ownership, publication rights, termination conditions and reporting and payment requirements. All of the above areas are addressed when negotiating a research agreement.

Only designated SOU personnel are authorized to negotiate and sign research contracts. Current Contract Officers are:

Contracting Guide

Contracts are designed to provide written elements describing agreements made between two or more parties:

  • The contract is a set of promises to do or not do something; it is usually a promise to exchange goods or services.
  • The university may pay an expense, receive income; however, zero funds might change hands between the parties.
  • Contracts are also known as agreement, memos of understanding, cooperative agreements, interagency agreements, purchase orders, personal/professional services contracts, etc.
