Residency

"Residency" at SOU is a status that allows a student to pay in-state tuition. The non-resident tuition rate is about $12,000 per year more than resident tuition.

A critical issue in determining that an individual is a "resident" of Oregon is "intent." Intent is determined through examination of specific documents.


Three Requirements for Residency Required Documents
   
  • Must be physically present in Oregon for at least 12 consecutive months.
  • Rental or lease agreement, home purchase agreement, driver’s license, auto registration, voter registration, letter from landlord
  • Must receive financial support from an Oregon source.
  • Tax returns, W2 statements, pay stubs, letter from employer, trust document, retirement paper
  • While establishing residency, activities must not be primarily those of a student.
  • Transcripts from all colleges and universities

Special Considerations

  • If the applicant is a dependent (i.e., is listed on a parent’s or legal guardian’s federal tax return as an exemption), then the applicant is a resident of the state where the parent or legal guardian filed taxes.
  • If the applicant is financially independent (i.e., self supporting and not claimed on anyone else’s tax return, other than spouse), then the applicant has to show this is the case in the current year and was also the case in the prior year. Applicants under 24 must provide copies of parent’s tax return for most recent tax year in order to confirm financial independence.
  • Certified members of Native American tribes associated with Oregon are automatically residents.
  • Members of the military on active duty in Oregon are treated as residents. Members of the Oregon National Guard are automatically residents, regardless of all the other rules.
  • Any non-US citizen on a permanent visa is eligible to apply for residency. There are some other categories of non-US citizens who are also eligible (we have had very few cases like this at SOU).
