Proposed Program of Studies for the ESOL/Bilingual EndorsementPDF file

Requirements to add the ESOL Endorsement to an Oregon license are:

  1. Complete all ESOL endorsement classes that are listed on your approved Program of Studies form.
  2. Obtain a passing score on the ORELA ESOL exam
  3. Contact Margaret Wright, Licensure Specialist for the SOU School of Education to have an institutional verification submitted to TSPC for your new endorsement.
  4. Submit a complete application to TSPC.

Requirements for adding the Bilingual Endorsement:

In addition to the above steps for the ESOL Endorsement through SOU, candidates must document proficiency in the target language (Spanish) by achieving at least an advanced level on the Oral Proficiency Interview (OPE) administered by the American Council for the Teaching of Foreign Language (ACTFL).

(Please note: While SOU requires the ACTFL in order to recommend to TSPC for the Bilingual endorsement, TSPC currently accepts the PRAXIS exams required for the Spanish, French, or German endorsement. Please contact TSPC, 503 378-3586, for futher information.)

The endorsement program consists of the following eight (8) courses:

Ed 521 Field-Based Practicum: ESOL/Bilingual, 3 credits
Ed 543 Foundations in Second Language Education, 3 credits
Ed 544 Strategies and Materials: Second Language Learner, 3 credits
Ed 545 First and Second Language Acquisition and Development, 3 credits
Ed 546 Assessment and Evaluation of Second Language Learners, 3 credits
Ed 547 Impact of Culture in the Classroom, 3 credits
Ed 548 Culture and Family/Community Involvement, 3 credits
Ed 549 ESOL/Bilingual Portfolio, 3 credits
