Continuing Teaching License
Important Notice: In July 2005, TSPC made significant changes to the advanced licensure requirements for teachers holding an Initial Teaching License (now known as the "Initial I" Teaching License). As a result, the Continuing Teaching License (CTL) is now optional rather than required.
However, teachers who choose not to get a CTL are required to qualify for an "Initial II" Teaching License by the time they have held an "Initial I" Teaching License for ten years. The requirements for the Initial II entail completion of 45 graduate hours (the equivalent of a Master's degree) for teachers who do not yet have a Master's, or nine graduate hours of coursework for those teachers who already hold a Master's degree. If you choose to qualify for an Initial II rather than a CTL, please contact TSPC for additional guidance.

If you have your Oregon Initial Teaching License and Master’s Degree and need a Continuing Teaching License to update your license, SOU offers coursework to earn your CTL totally on-line. Note: If you have an Oregon Initial I Teaching License but do not hold a Master’s degree*: Program requirements for the Continuing Teaching License can be met by completing our Combined Master's In Education/CTL program. Please refer to the MEd section for more information.
If you have an Oregon Initial I Teaching License and a Master’s degree*: Program requirements can be met in one of three ways: 1) earned National Board Certification, 2) earned doctorate degree, or 3) completion of an approved CTL program. Southern Oregon University is one of 11 Oregon universities with an approved CTL program.
- *Teaching Experience Required by TSPC for the CTL:
In addition to completing program requirements, to be awarded the CTL candidates also need to accumulate five years of contract teaching experience at least half-time in Oregon or another state. However, candidates who have met program requirements for the CTL but do not yet have the necessary years of experience at the point where the Initial I can no longer be renewed can qualify for the Initial II Teaching License, and then upgrade to the CTL when they have the required five years.
