Determining the qualifications for residency for tuition purposes can be a difficult task. It is vital to learn the distinction between resident and nonresident classification because the tuition difference is significant. The minimum requirements for establishing residency for tuition purposes are:

  • Establishment of a domicile and predominant physical presence in Oregon for a period of 12 months or more prior to the beginning of the term for which residency is sought.
  • Financial dependence on an Oregon resident or financial independence and the nature and source of financial resources.
  • Primary purpose for being in Oregon other than to obtain an education.

To determine these requirements, objective evidence must be provided. This evidence includes, but is not limited to rental or lease agreements, home purchase agreement, driver’s license, auto registration, voter registration, letter from a landlord, tax returns, W-2 statements, pay stubs, letter from an employer, trust documents, retirement papers, and transcripts from all colleges and universities attended.
