By what authority do you have to impose regulations and where may I find them?
The Oregon Administrative Rules are published by Bill Bradbury, Oregon Secretary ofState which grants authority through ORS 183.310(9) which defines “rule” as “any
agency directive, standard, regulation or statement of general applicability that
implements, interprets or prescribes law or policy, or describes the procedure or practice
requirements of any agency.”

Why do I have to pay for parking?
Parking Services is mandated by the State of Oregon to be self-sufficient and receives no
public or SOU funds for its support. The entire costs of salaries, resurfacing and regular
maintenance are paid for by permits, event fees and citation fees.
I just need to “drop this off”. Where can I park for a few minutes?
Many buildings have loading spaces, timed spaces or meters nearby. Plan accordingly to
reduce the chance of a citation. Do NOT use the disabled parking spaces!
Where can I park my motorcycle or scooter?
Motorcycles and scooters with valid permits are exempt from the color requirement butmust be parked in designated motorcycle only spaces within each lot. Scooters may NOT
park on lawns, sidewalks or places other than motorcycles designated spaces.
I have a DMV issued disabled placard, why do I need to purchase a permit?
The OARS apply to all vehicles parked on campus therefore decals, permits or meter
tickets are required in addition to the DMV issued placard.

What’s with the yellow, red and green lots?
Color coded decals purchased by:

Yearly, pro-rated, and quarter term decals are for sale on-line at
www.sou.edu/Parking or at the Enrollment Services Center, Britt Hall. Day usepermit, Conference or Vendor permits are available in person at the Enrollment
Services Center.
Invited guests, when issued a one-day guest permit from the hosting department, may
park in any red, yellow or green lot for free. Not in timed or metered lots.
Why do I want to buy a decal?
A full year permit is a great value in time and cost savings. Permits eliminate the need for
a pocket full of correct change or fines from overtime parking. Lesser known advantages
are battery assist, limited lock assist for vehicles with non-electronic locks and
notification during an emergency.
I purchased a decal but am driving a loaner car, what do I do?
Visit or call 2-6600 the Enrollment Services Center, Britt Hall, prior to parking oncampus, then pick up a substitute permit to reduce the possibility of a citation.
The lots are full, now what?
Off-campus parking is an option as is metered lots, however, decals are not valid in
metered spaces and correct change will be necessary. Plan to come to campus early for
greater parking availability. Parking spaces further away in lots 1, 12, and 41 are most
likely available.
I don’t want to put a decal on my vehicle!
Decal placement is required by rule to assist enforcement. To help ensure adherence,
place decal on a clean surface. The decal must be affixed outside to left-rear bumper,left-rear body, left-rear window, or rear side window behind driver of the vehicle where
visible. The adhesive on the back of the decal must be the attaching mechanism.
My decal is gone, now what?
A replacement decal may be purchased for $20. The lost sticker will be flagged in the
computer. Any attempt to reuse the decal will be subjected to further fines incurred by the
vehicle’s registered owner.
CITATIONS
I received a citation. Now what?
You have seven calendar days to pay the citation before placed on your studentaccount. (If you are not a student or did not purchase a decal, additional charges for
collection fees will accrue to identify the vehicle’s ownership).
Citations are issued against the vehicle’s registered owners. The decals are assigned
by the license plate ID. If an attempt is made to use a decal that is not registered to
that vehicle, an additional citation of $85 for fraudulent use will be assessed.
How do I appeal my citation?
Within the first seven calendar days, file an appeal form. Paper forms are located at theEnrollment Services Center, Britt Hall or on-line through the web site:

METERS
Visitors may use lot 1, 12 and 29 pay meters during the day and evening. After 6
pm, lots 27, 30, 32 & 37 become available.
Why aren’t all the coin machines the same?
The parking meter in lot 1, on Wightman St., has been reduced to 25 cents per hour, in aneffort to encourage more parking across the boulevard where historically, the lot has been
nearly empty all day.
The red meters located in staff lots are available after 6pm when the majority of staff hasleft for the day opening up more spaces for students.
I put money in the meter and it didn’t give me a meter ticket, now what?
Select time first and then deposit money. Instructions are posted at each meter. Report
any mechanical malfunctions to 552-6995.
EVENTS
I am hosting an event on campus, how do I arrange parking for attendees?
Lot rentals are available at $1 per space per day payable by contract or departmental
JV’s. Make arrangements three weeks in advance Contact Parking Event Management at
